				<description>&lt;p&gt;Europe has committed to roughly &lt;a href=&#34;https://www.offshorewind.biz/2020/11/19/confirmed-eu-aims-for-300-gw-of-offshore-wind-by-2050/&#34;&gt;300 GW of offshore wind by 2050&lt;/a&gt;. With turbines in the 15 to 20 MW class, that is six to eight hundred new foundations a year, every year, for a quarter of a century. The foundations are no rounding error either: &lt;a href=&#34;https://docs.nrel.gov/docs/fy24osti/88335.pdf&#34;&gt;NREL&amp;rsquo;s cost reviews&lt;/a&gt; put the substructure at about 13 percent of a fixed-bottom project&amp;rsquo;s capital cost, and closer to a third for floating.&lt;/p&gt;&#xA;&lt;p&gt;Here is how a foundation still gets designed. A customer arrives with a site, a load case and a deadline. A specialist opens a standard, interprets it, models the structure, runs the analysis, and delivers a correct, defensible design that is almost entirely bespoke. That is Engineer-to-Order, and it has built most of the infrastructure around you: engineering sold one project at a time, each one a small act of heroism.&lt;/p&gt;</description>
